Humble User - In the posting by the OP 911940043113 terminology used led me to understand that the query was not based on a true version of MS-Dos but on the Command Shell (aka Dos Emulator) as used in Windows NT versions. True MS-Dos does not exist in NT.
If you are also using an NT version (Windows XP Win 7 etc) and ran the script you posted then sure it will not work, delayed expansion of environment variables is necessary. (see my original response).
If you are using a true MS-Dos please indicate which version.
